(...) Taking into account the abovedefined frame, the investigators ask Mr. Sejdiu to express his consideration on the sum of 100 euro paid to KBTC for each blood supply. In such concern the Permanently Secretary stated:

... I woud like to talk about two things in this regard. On one hand, if we take into account the economic cost of the service that we can say that this price is reasonable to cover expenditures for material and professional work, as well as to set aside a certain amount of money for the institution. On the other hand, if we take into consideration the economic standard of Kosovo people, we cuold easily say that this price is very high - it is almost 45% of a doctor's salary.

During his statement Mr. Belogu underline that ...Based on the request of these clinics we have started to provide them with blood whenever they deemed necessary, pursuant to Health Administrative Instruction 3/2002. According to the memorandum, the patient's familiy had to provide the blood donor, while we had to prepare the blood for the patients. Based on a decision of the Professional College of NBTC the price for service and treatment to this blood was set to 100€. On the other hand all blood service for the pubblic health institutions were provided free of charge...
